The answer to this really depends on where you are in your business journey. If you are just starting out and have under 50 to 100 products then it is probably a good idea to mostly focus on product creation. That isn't to say that you shouldn't do any promotion, just your main focus should be to make resources, you can't promote things that you do not have.
However, once you have a bank of resources it is a good idea to get a promoting plan in place. You need to get your products out there and seen! It can be difficult to balance creating with promotion, I have found that I have to be strict with myself and allocate a task to a particular day. For example I will promote on Mondays, Wednesdays and Fridays, I will create on Tuesdays, Thursdays and Saturdays, (I take Sundays off). This system works for me, but I do allow myself to be flexible. If on a Tuesday I just have no creative spark and cannot make resources; I will switch it to a promoting day and try to do a creating day later in the week instead. You have to find the system that works for you, but make sure that you make time for all aspects of your business. As I have discussed before your business needs you to build all four areas to keep it running and growing successfully.
